Lessons learned from cooperation in fragile contexts

In 2020, Expertise France commissioned ArkoConsulting to facilitate a workshop to capitalize on lessons learned from its cooperation interventions in Iraq.

Between 2018 and 2020, Expertise France conducted several cooperation interventions in Iraq, covering sectors such as institutional strengthening, local governance, and support to civil society actors. At the end of this initial phase of intervention, the agency wished to capitalize on the operational lessons learned from implementation in a context marked by security instability and institutional complexity.

ArkoConsulting designed the capitalization methodology, structured around three components: documentary analysis of program reports, collection of testimonies from field teams and program managers, and facilitation of a lessons-learned workshop bringing together stakeholders. The resulting synthesis identified success factors and specific points of attention for conducting cooperation programs in the fragile Iraqi context.

The lessons learned informed the design of Expertise France’s subsequent interventions in Iraq and the broader Middle East.
