Mid-term evaluation of an agricultural resilience program in North Kivu

Welthungerhilfe (WHH) commissioned ArkoConsulting to conduct the mid-term evaluation of its program aimed at enhancing the resilience of populations in agricultural production areas affected by conflict and internal displacement in the Lubero district of North Kivu, in the Democratic Republic of the Congo.

The Lubero district, in the North Kivu province, is one of the areas most affected by armed conflict and population displacement in the DRC. Welthungerhilfe implemented a program there to strengthen the resilience of rural communities through improved agricultural production, support for livelihoods, and the strengthening of local associative networks, within a context of chronic insecurity and food insecurity.

ArkoConsulting deployed an international evaluator to conduct the mid-term evaluation of the program. The mission focused on analyzing the relevance of the implementation approach in relation to the initial design, verifying progress toward expected objectives and outcomes, reviewing the partnership strategy with local civil society organizations, and assessing the implementation capacities of partners. The evaluation included an analysis of strengths, opportunities, and areas for strengthening for the program's second phase.

The recommendations produced informed WHH's guidance for adjusting the program and strengthening its partnership modalities in the North Kivu province.
