Evaluation of a Digital Library Project in Saint-Martin

Bibliothèques Sans Frontières (BSF) commissioned ArkoConsulting to evaluate its digital library project aimed at middle school students and associations in Saint-Martin, focusing on French language learning, cultural openness, and career guidance support.

The digital library project in Saint-Martin, led by Bibliothèques Sans Frontières under the direction of Jéremy Lachal, aimed to structure and strengthen an offering of digital resources for middle school students and local associations. The program specifically targeted French language learning for allophone populations, encouraging civic reflection and cultural openness, and supporting career orientation through educational and playful content.

ArkoConsulting conducted an evaluation mission over 38 days between March and June 2021. The work focused on verifying the implementation of planned activities, measuring the achievement of expected results and the program's impact on end users and facilitators, as well as identifying achievements, challenges encountered, and corrective measures taken. The evaluation produced a structured evaluation matrix and a final report submitted to BSF for validation.

The findings and recommendations from the evaluation informed Bibliothèques Sans Frontières' reflection on the evolution of its digital offering in overseas territories.
