Shaping Haiti-Dominican Republic Binational Cooperation for the Post-2024 Period Within the framework of the binational cooperation program funded by the 11th EDF (€19.5 million), OCA Global and CIDEAL engaged ArkoConsulting to formulate the future cooperation program between Haiti and the Dominican Republic through a short-term technical assistance mission (September–December 2023). The Haiti–Dominican Republic Binational Cooperation Program (BCP), funded by the 11th EDF to the tune of €19.5 million, was set to conclude in early 2024 after covering three components: support for trade and the private sector (Caribbean Export Development Agency, OXFAM), environment and disaster risk reduction (GIZ), and dialogue and civil society (Technical Secretariat of the Binational Joint Commission, five CSOs). The EU Delegations in Haiti and the Dominican Republic sought an assessment of the outgoing program and a programmatic proposal for the 2024–2027 period. ArkoConsulting led the formulation mission between September and November 2023, in coordination with OCA Global and CIDEAL. The work combined an in-depth desk review, virtual consultations with institutional stakeholders from both countries, and an analysis of lessons from the outgoing BCP, binational thematic priorities, synergies with national programs, and institutional coordination mechanisms. The mission produced a preliminary report and a draft Action Document (Ficha de Acción) for the future binational cooperation program, incorporating a territorial dimension focused on border communities.
