Supporting Malagasy CSOs from grant to impact: second monitoring cycle Particip GmbH (later Stantec) entrusted ArkoConsulting with the second phase of field monitoring and technical support for Malagasy civil society organizations benefiting from European Commission grants, continuing the mission launched in 2019 (P02). The European Commission funds a portfolio of grants in Madagascar aimed at civil society organizations working in basic services, governance, democratic participation, and human rights. The first monitoring phase (P02, 2019-2023) covered 35 projects totaling nearly €11 million. The second phase, launched in 2024, continues and deepens this support with a new grant portfolio. ArkoConsulting deploys a team of three experts — a monitoring and evaluation specialist, a thematic expert, and an organizational strengthening expert — who conduct regular missions in Madagascar. Interventions include verifying financial reports and the alignment between activities and contractual deliverables, assessing organizational capacity of CSOs through a structural self-assessment tool, facilitating thematic workshops (gender mainstreaming, media training, strategic communication), and providing individualized support to organizations in addressing implementation challenges. Four field missions were conducted between March 2024 and late 2025, supplemented by detailed mission reports and a simplified communication plan for CSOs. The renewal of this monitoring mission confirms ArkoConsulting’s long-term partnership with the European Commission to support civil society in Madagascar.
