Mapping and communication and monitoring tools for European projects in Tunisia

European cooperation in Tunisia, mapped and accessible Since 2020, the European Union Delegation to Tunisia (EU Delegation) has had an interactive digital platform for mapping, monitoring, and communicating all its interventions across Tunisian territory. ArkoConsulting is responsible for its design, development, and maintenance under a framework contract with Particip GmbH and later Stantec. European cooperation in Tunisia mobilizes around €300 million annually through dozens of projects covering governance, democratic participation, human rights, water and sanitation, education, and health. The EU Delegation needed a tool to make this portfolio visible and understandable to Tunisian authorities, technical partners, and the public, given that 59 percent of Tunisian territory was covered by European interventions in 2020. ArkoConsulting set up a task force with seven EU Delegation representatives covering all thematic sections, then led the collection of a complete documentary database—contracts, activity reports, monitoring and evaluation reports, and project contacts. The team designed the platform’s architecture, modeled the database, developed a multi-layer visualization system (geographical, sectoral, by partner, and by funder), and deployed the website ue-tunisie.org with user profile authentication, PDF and Excel export features, and mobile and tablet adaptation. The platform includes 20 thematic and geographical maps, a dashboard with coverage and sectoral performance indicators, and a Help Desk system with a guaranteed 48-hour response time. Three annual training cycles for administrators and users were conducted, and data is updated quarterly. The contract, initially signed with Particip GmbH in 2020, has been continued under Stantec since 2024.
