Description In a Haitian context marked by a multifaceted crisis — insecurity, institutional fragility, and poverty — civil society is a key lever for resilience and change. Despite a dense associative fabric and engaged youth, civil society organizations (CSOs) remain weakened by legal, organizational, and financial obstacles that limit their ability to have a lasting impact on local development.
In response to this situation, the Support Program for Emerging Initiatives of Civil Society (PAIESC), funded by the European Union under the MIP Haiti 2021-2027, offers an integrated mechanism combining proximity support and direct grant mechanisms. Implemented in the South, North, and Northeast departments, the program pursues two specific objectives: strengthening the strategic, institutional, and operational capacities of at least 100 CSOs and community-based organizations (CBOs) to make them competent partners in economic, political, and social life; and supporting community initiatives to enable CSOs to address structural problems in their territories.
The program covers a broad thematic spectrum: local governance and citizen participation, gender equality and social inclusion, environment and biodiversity, agriculture and food security, entrepreneurship and solidarity economy, human rights, media and access to information, disaster risk management, culture, education, and sustainable development. A cross-cutting focus is placed on women's organizations, youth, and vulnerable groups, with particular emphasis on dialogue, advocacy, and the ability to monitor and oversee public authorities at local and national levels.
